Sheikh Hamdan announces ambitious strategy to transform Dubai

His Highness Sheikh Hamdan bin Mohammed Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and UAE Minister of Defence, on Tuesday announced an ambitious master plan to transform the emirate. Innovation will affect the education, real estate and transport sectors.

The measures are part of the larger Dubai Plan 2033 and Dubai Social Programme 33, aimed at transforming the emirate into a global destination for living, learning and investing.

Sheikh Hamdan said the ‘Education Strategy 2033’ aims to provide students and teachers with the tools needed to raise educational standards and develop the country’s next generation of leaders.

It will prioritise early career guidance and work to ensure that UAE students have every chance to compete for places at the best universities in the Emirates and around the world. The strategy will also include various opportunities for students, including vocational and technical schools that are internationally accredited.

‘Real Estate Strategy 2033’ aims to support Dubai’s goal of increasing real estate transactions to AED1 trillion ($227.2 billion) by 2033 and doubling the sector’s contribution to economic diversification.

This strategy includes the introduction of a number of programmes aimed at improving the quality of developments, increasing transparency, using data to better predict the market, integrating artificial intelligence into the sector, centralising data and offering high-quality assets.

The Dubai Cashless Strategy was also announced, which will see the emirate become one of the top five cashless cities in the world by 2033.

In addition, the suspended transport systems project was unveiled, which will take centre stage in Dubai’s ‘Dubai Smart Mobility Strategy’. By 2030, Dubai wants to automate 25 per cent of all journeys through the implementation of a recently approved 65-kilometre system connecting Umm Suqeim Street, Al Khor and Zabeel Street.

Special attention will also be paid to the Dubai National Archives project, which will be overseen by the Mohammed bin Rashid Library. It aims to preserve Dubai’s history and heritage. It will document and archive the emirate’s government documents, achievements, history and cultural heritage for transmission to future generations.
