Dubai Breaks Into Top 5 of World’s Smartest Cities
Dubai has been ranked as the world’s fourth smartest city in the IMD Smart City Index 2025, climbing an impressive eight positions compared to the previous year. This achievement solidifies the emirate’s position as a leading hub for digital innovation and smart urban governance, while also securing the top spot among Gulf megacities.
The report highlights Dubai’s strong performance across key indicators, with residents expressing high satisfaction levels regarding various services: 84.5% appreciate the ease of online medical appointments, 86.5% are satisfied with internet speed, and 85.4% praise digital document processing. Additionally, 82.8% rate healthcare quality positively, 83.4% value access to green spaces, 84.3% commend waste management services, and 86.5% applaud cultural activities.
Dubai showed progress in 16 out of 20 technological indicators and improved in all four areas of digital governance. Survey results confirm that technological advancements are making a tangible difference in residents’ daily lives.
Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, attributed the city’s success to the integration of AI, smart technologies, and government collaboration. “Our goal is to establish Dubai as a global benchmark for smart and secure urban living,” he stated.
The IMD Smart City Index 2025, compiled by the Swiss-based Institute for Management Development (IMD), evaluates cities based on health, mobility, digital governance, leisure, and opportunities, with rankings derived from resident feedback.
