Dubai to Establish New Center for Judicial Expertise

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued a law establishing the Dubai Center for Judicial Expertise. This initiative aims to support and enhance the emirate’s judicial system through specialized expert services.

The new center will operate as a government entity under the administration of the Dubai Judicial Council. Its primary mission is to assist judicial authorities by providing access to qualified experts, both locally and internationally.

With legal personality status, the center will also develop and regulate the work of expert witnesses within judicial bodies. It will focus on improving the quality and efficiency of expert reports, developing local specialists, setting unified standards, and building partnerships with international organizations to facilitate knowledge exchange.

The center’s structure will include a Board of Directors chaired by the Director of Dubai Courts, as well as an executive body led by a Director General responsible for implementing strategic plans. A steering committee will oversee the transfer of responsibilities and resources from Dubai Courts and the Rental Disputes Center to the new entity during a transitional phase.

Among its key functions, the center will process requests from judicial authorities to appoint experts and form specialized teams as needed. When necessary, it may also engage experts from government entities or international firms to ensure high-quality output.

The establishment of the center marks a significant step in modernizing Dubai’s judicial system and strengthening confidence in expert testimony within legal proceedings.
