Hills Advertising invests Dh1 billion in Dubai’s digital outdoor media future

Dubai’s outdoor advertising landscape is entering a new phase as Hills Advertising prepares to invest up to Dh1 billionin transforming its network across the city.

The UAE-based company plans to convert 20 flagship bridge advertising assets into digital platforms, marking one of its largest investments in digital out-of-home media and reflecting growing confidence in Dubai’s long-term economic and commercial growth.

A major shift towards digital outdoor advertising

Hills Advertising has operated in Dubai’s outdoor advertising sector for more than two decades, developing and managing media assets across some of the city’s busiest and most visible locations.

Its latest expansion is being carried out in partnership with Mada Media, as both companies work to modernise Dubai’s outdoor advertising infrastructure and introduce more flexible digital formats.

The move will take traditional bridge advertising sites and transform them into digital platforms capable of supporting more dynamic campaigns.

For advertisers, this means greater flexibility in how content is displayed, updated and scheduled throughout the day.

Building for Dubai’s next decade

Hills Advertising founder and CEO Sami Al Mufleh said the investment is designed around the city’s long-term development rather than short-term advertising demand.

Dubai continues to attract international companies and brands while expanding its economy across tourism, finance, technology, real estate and other sectors. As the city grows, the media infrastructure surrounding it is also expected to evolve.

The company sees digital outdoor advertising as an important part of that transformation.

Rather than relying exclusively on static advertising formats, digital platforms can allow brands to adapt campaigns more quickly and potentially make outdoor advertising more responsive to location, timing and audience behaviour.

AI and measurement reshape the industry

Technology is also changing the way outdoor advertising performance is evaluated.

Hills is placing greater emphasis on data, artificial intelligence and measurement, with the aim of giving advertisers more information about how campaigns perform and how audiences interact with outdoor media.

This reflects a wider shift across the advertising industry, where brands increasingly expect traditional media channels to provide some of the flexibility and accountability normally associated with digital marketing.

For outdoor advertising, that means moving beyond visibility alone and creating systems that can offer stronger campaign planning, measurement and optimisation.

A new standard for Dubai’s outdoor media

The partnership between Hills Advertising and Mada Media is also intended to raise standards across the wider sector.

The focus includes improving the quality of advertising assets, introducing more advanced technology and strengthening the role outdoor media plays within Dubai’s urban environment.

For a city where major roads and transport corridors are central to everyday life, outdoor advertising remains one of the most visible forms of communication between brands and consumers.

Modernising that infrastructure could create new opportunities for both international companies and local businesses seeking exposure across Dubai.

Confidence in Dubai’s continued growth

The scale of the investment reflects Hills Advertising’s confidence in Dubai as a long-term global market.

The company believes that international brands will continue to prioritise the city and that demand for premium advertising locations will grow alongside Dubai’s population, tourism sector and business community.

The Dh1 billion programme therefore represents more than a technological upgrade.

It signals a broader transformation of Dubai’s outdoor advertising sector — from traditional static media towards a more digital, measurable and technology-driven ecosystem designed for the next generation of brands and audiences.
