Dubai has world’s first paperless government
His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, today announced that the emirate has achieved the goals of the Dubai Paperless Strategy, launched in 2018, to establish itself as a leading digital capital and become the world’s first paperless government.
“Today marks the beginning of a new phase in Dubai’s journey to digitise life in all aspects – a journey based on innovation, creativity and future-orientation,” said His Highness Sheikh Hamdan. “As we complete the full transition to a paperless government, we are proud to see the ambitious vision of our leadership being translated into reality by our residents who are working hard to enhance Dubai’s competitiveness as the world’s leading digital capital and strengthen its credibility as a role model in developing government operations and services that increase customer happiness.”
His Highness praised the teams working across all participating government agencies in the emirate, whose efforts have further strengthened Dubai’s position as a global role model for integrated and sustainable smart cities.
His Excellency Hamad Al Mansouri, CEO of Digital Dubai, said that realising Dubai’s vision of becoming the world’s first paperless government is a proud moment for the country. All internal and external operations and procedures in the Dubai government are now 100% digital and managed through integrated digital public services platforms, he said.
Once the Dubai Paperless Strategy is fully implemented, no employee or customer of the Government of Dubai will have to print any paper documents or transactions unless they personally prefer to do so. Documents will be available for printing at service centres or typing centres.
Dubai’s paperless strategy was implemented in five successive phases, each covering a different group of Dubai government agencies. By the end of the fifth phase, the strategy had been fully implemented across all 45 government agencies in the emirate. These agencies provide more than 1,800 digital services and carry out more than 10,500 key transactions.
Collaboration and integration between the entities involved has automated the processes and services provided to customers, reducing paper consumption by more than 336 million sheets. The strategy has also helped to save over AED 1.3 billion and over 14 million man-hours in the Dubai government.
A complete digital transformation in Dubai government will enrich the smart city experience for all Dubai residents by completely eliminating the need for paper transactions and documents – whether issued to customers or exchanged between government employees. Digitalisation will also help provide an exceptional experience for residents through the DubaiNow app, which allows access to more than 130 smart city services across 12 major categories.
