Mohammed bin Rashid decrees Majlises of residential neighbourhoods in Dubai

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, has issued Decree No. (1), 2022 on Neighbourhood Majlis in the Emirate of Dubai.

 The decree aims to obtain feedback from Emiratis on their social service needs in order to improve their quality of life and strengthen ties between neighbours.

 The Decree also seeks to promote a positive outlook in society and enhance the role of youth and children through targeted programmes. It also aims to facilitate Emiratis’ access to social services, increase community participation, encourage volunteering and foster a sense of Emirati identity.

 Under the Decree, the Community Development Authority is tasked with overseeing the activities of residential neighbourhood majlis. The Decree also sets out the duties and tasks of the Authority, including developing policies and strategic plans for the majlis and submitting them to the Executive Council for approval. Other duties include approving the activities of the Majlis of residential neighbourhoods, improving interaction among Emirati citizens and facilitating access to the Authority’s services among the targeted sections of society. The Authority is also tasked with raising social and cultural awareness and facilitating the participation of high ranking officials and dignitaries in activities and events held in the Majlis of residential neighbourhoods.

 The Decree also determines the duties of the Majlis of residential areas, including compliance with local laws and decisions and instructions issued by the Authority. Majlis are prohibited from conducting any activities or providing any services other than those approved by the Authority and must not engage in politics or incitement to hatred, racism or sectarianism or discuss anything that may affect the stability and security of the nation.

 According to the Ordinance, residential neighbourhood majlis are prohibited from receiving, collecting or encouraging donations.

 The Director General of the Community Development Authority will issue the necessary decisions to implement Decree No. (1) of 2022, which will be published in the Official Gazette. This Decree shall repeal any other legislation that may conflict with it. The Decree shall enter into force on the date of its publication in the Official Gazette.
