Dubai Approves Ambitious Plan to Create a 20-Minute City

Dubai has taken a significant step toward sustainable urban living with the approval of a new strategic urban planning initiative—the Transit-Oriented Development (TOD) Plan. The initiative, endorsed by the Supreme Committee for Urban Planning, aims to optimize land use around metro stations and promote the concept of a 20-minute city, where residents can access essential services and amenities within a 20-minute walk or bike ride.

The TOD Plan focuses on reducing reliance on private vehicles by prioritizing public transportation, particularly the metro, and creating pedestrian- and cyclist-friendly environments. The plan will target the development of five key centers across Dubai, ensuring that all vital social facilities, such as schools, healthcare centers, and shopping areas, are easily accessible.

This initiative aligns with Dubai’s broader vision for sustainable urban development. In 2024, the city approved the Dubai Walk plan, a comprehensive pedestrian pathway project that will create over 6,500 kilometers of walkways across 160 neighborhoods. The first phase of Dubai Walk includes two major pedestrian routes:

  1. Al Ras Loop: A 15-kilometer trail connecting historical landmarks in the Al Ras area, including a five-kilometer stretch along the waterfront.
  2. Future Loop: A 2-kilometer climate-controlled bridge near the Museum of the Future, ranging from 6 to 15 meters in width, which will link 10 key locations.

In addition to these projects, Dubai has introduced the Super Block initiative, which aims to transform several neighborhoods into pedestrian-friendly zones. The plan includes extensive greening efforts in areas such as Al Fahidi, Abu Hail, Al Karama, and the creative district of Al Quoz, all designed to enhance residents’ quality of life.

In these “green” districts, priority will be given to pedestrians and cyclists, with the creation of recreational public spaces and the restriction of vehicle traffic. The goal is to foster a healthier, more sustainable urban environment that encourages walking, cycling, and the use of public transport.

The 20-minute city concept and the TOD Plan reflect Dubai’s commitment to becoming a global leader in smart and sustainable urban development. By reducing car dependency and promoting walkable, livable neighborhoods, the city is paving the way for a greener, more connected future for its residents. These initiatives not only aim to improve daily life but also contribute to Dubai’s long-term vision of creating a sustainable and resilient urban landscape.
