Dubai’s Roads and Transport Authority (RTA) has unveiled the Takamul Permit, a groundbreaking service enabling residents and tourists to rent luxury chauffeur-driven vehicles for up to one month. Aimed at streamlining high-end transportation solutions, the initiative is set to bolster collaboration between luxury car providers, rental agencies, and customers while elevating Dubai’s reputation as a hub for premium mobility.

The permit will be managed through RTA’s digital TARS platform, ensuring seamless transactions and strict adherence to regulatory standards. Companies offering luxury vehicles under the scheme must comply with RTA’s operational guidelines, which prioritize safety, transparency, and service excellence. This digitized approach is expected to simplify rental processes and enhance user trust in the emirate’s burgeoning luxury transport sector.

The launch comes amid soaring demand for luxury car rentals in the UAE, which surged by over 30% in 2024. Industry experts attribute this growth to Dubai and Abu Dhabi’s expanding roles as global destinations for business tourism and high-profile events. In 2024 alone, Dubai hosted a record 437 international conferences, congresses, and corporate gatherings, cementing its status as a leading hub for global commerce.

According to a Horizon Grand View report, the UAE’s business tourism sector contributed 54 billion to the national economy in 2024, with projections suggesting this figure could skyrocket to 94 billion by 2030. The Takamul Permit aligns with Dubai’s strategy to cater to affluent business travelers and event organizers seeking flexible, prestigious transport options during extended stays.

“This initiative reflects Dubai’s commitment to innovation in luxury services,” an RTA spokesperson stated. “By integrating advanced digital systems with rigorous standards, we aim to redefine convenience and sophistication in urban mobility.”
