Dubai Launches “Eltizam” App for Real-Time Cleanliness Fines

Dubai has intensified its campaign against public littering and antisocial behavior with the introduction of a dedicated mobile application named “Eltizam”. The app, launched by Dubai Municipality, provides authorized enforcement officers with judicial powers a powerful tool to instantly document violations of public cleanliness regulations.

Eltizam enables officers to photograph offenses in real-time, automatically tag the precise geolocation, add relevant comments, and transmit the data immediately for processing and issuance of fines. This streamlines enforcement and ensures swift action against offenders.

The application targets eight specific categories of violations during its initial phase: spitting in public places; discarding chewing gum and general litter; dumping household waste at sea or on beaches; draining water from car washing in unauthorized locations; lighting fires and cooking food outside designated barbecue zones; putting up posters or advertisements that deface the city’s appearance; and failing to clean up pet waste.

Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, emphasized that Eltizam is a key component of Dubai’s broader strategy to solidify its status as the “world’s cleanest city.” He stated that cleanliness transcends being merely a technical or operational matter, representing instead a core value shared by all of Dubai’s residents and integral to the city’s identity and global reputation.

The deployment of this technology underscores Dubai’s commitment to leveraging digital solutions for urban management and maintaining its exceptionally high standards of public hygiene and order. By empowering enforcement officers with instant reporting capabilities, the municipality aims to significantly deter behaviors that negatively impact the city’s environment and aesthetic appeal.
