Dubai Ranked Fourth Wealthiest City in EMEA Region
Dubai has been ranked as the fourth wealthiest city in the Europe, Middle East, and Africa (EMEA) region, according to a new report from global citizenship advisory firm Henley & Partners. The emirate placed behind only London, Paris, and Milan in the ranking, solidifying its status as a premier global hub for private capital.
The report reveals that the amount of investable wealth held in Dubai has soared to US$1.1 trillion, a figure that represents a staggering 110% increase over the past decade. This growth is reflected in the city’s affluent population. Dubai is now home to 23 billionaires, 251 centi-millionaires (individuals with a net worth of over $100 million), and more than 86,000 millionaires.
This concentration of wealth has placed Dubai among the world’s top five cities with the fastest-growing populations of high-net-worth individuals. Analysts attribute the emirate’s remarkable success to several key factors. These include a highly diversified economy that spans finance, real estate, technology, healthcare, energy, tourism, and media. A favorable tax environment and long-standing political stability have also been crucial in attracting capital and talent.
As a result, Dubai is now classified as one of only eight global ‘safe havens’ for wealth. This status has contributed to a dramatic population boom, with the number of residents more than doubling from 1.93 million in 2011 to nearly 4 million by August 2025, underscoring the city’s powerful and sustained appeal.
